The Washington State Office of Administrative Hearings conducts over 50,000 hearings per year in a variety of caseloads. Many of the appellants in these proceedings are not represented by counsel, and many of the participants are from the most vulnerable sectors of our society. Also, many of the participants have physical, mental and intellectual disabilities that may require accommodation. WAC 10-24-010 was enacted to provide for one of the most troubling aspects faced by this community: what to do when the appellant appears pro se before an administrative tribunal but lacks the ability to meaningfully participate in the hearing process. We will also detail how attendees can assist with the effort to ensure that every resident of Washington can effectively participate in the administrative hearing process.
